“This second session of the conference in the matter of pollution of the Lower Savannah River and its estuaries, tributaries and connecting waters in the States of Georgia and South Carolina is being held under the provisions of Section 10 of the Federal Water Pollution Control Act, as amended. Under the provisions of the Act, the Secretary of the Interior is authorized to initiate a conference of this type when on the basis of reports, surveys, or studies he has reason to believe that pollution subject to abatement under the Federal Act is occurring.”
