This book examines the impact of several decades of public sector reform in four Westminster systems – Australia, Canada, New Zealand and the United Kingdom. Political and managerial change has re-defined roles and relationships and how their public sectors function. Often this occurs in comparable ways because of a common administrative tradition, but choices made in different country contexts also produce divergent outcomes. In analysing the results and implications of reform, fundamental issues of and tensions in public administration and management are addressed.

China has traditionally been held up around the world as the archetype of centralised governance and a top-down system of public administration. But to what extent does this remain true of modern China? This book provides an updated perspective on modern China through a series of cutting edge, original studies focusing on public administration in China. The book opens with an overview of the key political institutions and the evolution of public administration research in China, followed by two distinct sections. Part I contains studies focusing on power, governance, and administration. Part II focuses on ‘what works’ in solving wicked problems in Chinese society. The volume shows that China has seen some localisation and decentralisation, alongside experiments with collaboration and networked-based policy making. However, the system of governance and public administration remains innately top-down and centralised with the centre holding strong policy levers and control over society. As the pandemic revealed, this statist approach provided both governing opportunities and disadvantages. The chapters in this book were originally published as a special issue of Policy Studies.
This book provides a thematic case-study analysis of the wide-ranging public sector reforms introduced in one of the states most deeply affected by the global financial crisis: the Republic of Ireland. It presents a timely and apposite examination of how a crisis can be used to overcome barriers and facilitate new reform agendas. The study draws upon unique insider access to the centre of Irish government, as well as interviews with over 60 key figures, to examine the implementation of those reforms over the 2011-16 period. The book opens with a contextual analysis of the creation of the Department of Public Expenditure and Reform. Subsequent chapters explore the process of shrinking the Irish state, renegotiating the political-administrative bargain, expenditure reforms, administrative culture reforms, and political reforms.
