Sustaining Abundance
The ultimate goal of environmental policy is reducing pollution. Attention to environmental problems in the social sciences has brought some bold generalizations about causes of good results, but almost no systematic cross-national studies that flesh out major theoretical arguments and test those claims with data. This study makes a seminal contribution to that effort in two ways. First, by taking environmental outcomes over the last thirty years as the central dependent variable, it provides a basis for evaluating national performance in reducing environmental problems. Second, by developing a data set including performance in a number of countries and elaborating on major explanations of environmental performance found in the literature, this study provides the most rigorous available analysis of the determinants of environmental performance. In so doing, it challenges what is probably the conventional wisdom in the social sciences.
Policy Networks Under Pressure
First published in 1998, this book examines how established policy networks and the broader context within which they are embedded influence the choice of policy when change has been put on the agenda. It criticises the existing network literature for being predominantly descriptive, for having little to say on the choice of policy and for omitting the analysis of the broader political structures which have consequences for meso-level policy making. In order to reinforce the explanatory power of policy network analysis, the book develops both a meso and a macro-level theoretical model. They help to explain why policy change is more radical in some settings than in others. The theoretical arguments are tested by the use of detailed comparisons of agri-environmental policy making in Denmark and Sweden and of agricultural policy reforms in the European Union and Sweden.

Consensual Policy-Making in the Nordic World
This book examines consensual policy-making in the Scandinavian countries and shows how strong relations were built between the state and different interest groups in the early twentieth century. The preconditions for these relations are strong civil societies, strong unitary states, and high levels of trust. It breaks new ground in challenging the established status of the Scandinavian countries as "consensus model democracies." The book poses three main questions. First, what are the distinctive features of the five Scandinavian political systems when compared with the Westminster model of democracy? Next, how well does the evidence from recent commissions suggest that Scandinavian democracy is working in practice? Finally, is Scandinavian democracy consensual, majoritarian or mixed? The nature of legislative-executive relations is explored, with a particular focus on the role of the parliamentary opposition and its involvement in policy-making.
