This publication is the result of a conference on higher education governance, held in Strasbourg in September 2005, and also the outcome of a project launched by the Council of Europe's Steering Committee for Higher Education and Research. It considers current challenges relating to governance issues the higher education sector in Europe, in the context of the Bologna Process which seeks to establish a European Higher Education Area, including governance in its wider societal context of change; a literature review; case studies from Georgia, Estonia, Serbia and Montenegro, and Turkey; suggestions for further development and the conference report.
Higher Education is in a state of ferment. People are seriously discussing whether the medieval ideal of the university as being excellent in all areas makes sense today, given the number of universities that we have in the world. Student fees are changing the orientation of students to the system. The high rate of non repayment of fees in the UK is provoking difficult questions about whether the current system of funding makes sense. There are disputes about the ratio of research to teaching, and further discussions about the international delivery of courses.
Despite having made its first application for EEC membership in 1959, Turkey’s bid to join the EU remains as controversial as ever, with Turkey and EU relations arguably at an all–time low in the aftermath of the attempted coup d’état of July 2016. In this context, the essays here, while using (de)Europeanisation as a broad theoretical framework, explore the current state of Turkey’s EU accession bid from a variety of perspectives, including discourse analysis, Euroscepticism and institutionalist approaches. Europeanization and Informal Networks in Southeastern Europe considers the impact of political culture, including informal rules which regulate political behaviour, on formal political processes. This book addresses the complex phenomenon in higher education of structural reforms in higher education systems. Across the globe, governments initiate comprehensive reforms of their higher education systems because they want their models to be the best and to excel at what they do. This regularly requires governments to change the higher education landscape to achieve their set objectives. Changes can include merger processes, the introduction of a new sector of higher education or a new type of higher education institution or excellence initiative. This book explores the current understanding of how successful such comprehensive reforms have been through an examination of eleven reform cases in European countries. For each reform, the different phases of the policy process – policy objectives, design, implementation, policy tools and evaluation – are systematically described and analysed to provide an overview of the factors that contribute to the success or failure of the reforms.
