The Logic of Public–Private Partnerships

This book examines Public–Private Partnerships (PPP), and tracks the movement from early technical optimism to the reality of PPP as a phenomenon in the political economy. Today's economic turbulence sees many PPP assumptions changed: what contracts can achieve, who bears the real risks, where governments get advice and who invests. As the gap between infrastructure needs and available financing widens, governments and businesses both must seek new ways to make contemporary PPP approaches work.

In this thoroughly updated edition, Lehne takes a comparative approach, evaluating the U.S. political economy with respect to those of Great Britain, Germany, Japan, and the EU. The book provides detailed historical context for, and a conceptual understanding of, the business-government environment, and then clari?es the roles of the major actors and outlines the regulatory and policy frameworks. Along the way, Lehne probes some of the most crucial dilemmas facing government and business today.

First published in 1998, this book examines how established policy networks and the broader context within which they are embedded influence the choice of policy when change has been put on the agenda. It criticises the existing network literature for being predominantly descriptive, for having little to say on the choice of policy and for omitting the analysis of the broader political structures which have consequences for meso-level policy making. In order to reinforce the explanatory power of policy network analysis, the book develops both a meso and a macro-level theoretical model. They help to explain why policy change is more radical in some settings than in others. The theoretical arguments are tested by the use of detailed comparisons of agri-environmental policy making in Denmark and Sweden and of agricultural policy reforms in the European Union and Sweden.

Dual Justice

A far-reaching examination of how America came to treat street and corporate crime so differently. While America incarcerates its most marginalized citizens at an unparalleled rate, the nation has never developed the capacity to consistently prosecute corporate wrongdoing. Dual Justice unearths the intertwined histories of these two phenomena and reveals that they constitute more than just modern hypocrisy. By examining the carceral and regulatory states’ evolutions from 1870 through today, Anthony Grasso shows that America’s divergent approaches to street and corporate crime share common, self-reinforcing origins. During the Progressive Era, scholars and lawmakers championed naturalized...

Governing Capitalist Economies

As economic sectors of various advanced industrial societies suffer in response to a decline in global growth rates, scholars, policy analysts, and government officials in a variety of countries increasingly look beyond their national boundaries for more effective models of management and industrial policy. Governing Capitalist Economies: Performance and Control of Economic Sectors offers a comparative analysis of the coordination and control of industries in North America, Japan, and Western Europe and challenges neo-classical economists' assumptions about the efficaciousness of market mechanisms as a means of enhancing economic performance. The authors explore variation in state policies i...
