The African Union and African Agency in International Politics
This book examines the role of the African Union in relation to African agency in international politics. It examines the manner and extent to which the African Union exercises two forms of agency—shirking and slippage—in its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AU’s subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. Partnerships with NATO and the United Nations exhibit shirking, while that with the US AFRICOM exhibits slippage.
The Politics of Fear in South Sudan
When asked in 2016 if he would step down as President of South Sudan, Salva Kiir replied 'my exit could spark genocide.' Kiir's words exemplify how fear and the threat of mass violence have become central to the politics of South Sudan. As South Sudanese analyst Daniel Akech Thiong shows, it is this politics that lies at the heart of the country's seemingly intractable civil war. In this book, Akech Thiong explores the origins of South Sudan's politics of fear. Weaving together social, economic and cultural factors into a comprehensive framework, he reveal how the country's elites have exploited ethnic divisions as a means of mobilising support and securing their grip on power, in the process triggering violent conflict. He also considers the ways in which this politics of fear takes root among the wider populace, exploring the role of corruption, social media, and state coercion in spreading hatred and fostering mass violence. As regimes across Africa and around the world become increasingly reliant on their own politics of fear, Akech Thiong's book offers novel insight into a growing phenomenon with implications far beyond South Sudan.
United Nations Sanctions Regimes and Selective Security
This book investigates the selective nature of UN sanctions regimes with a specific focus on the post-Cold War era. Legally binding on all members, UN sanctions are the most effective and legitimate non-violent multilateral tools to respond to international security threats. They are also symbolically more powerful than unilateral or multilateral sanctions because they enjoy global support. However, while dozens of threats to international peace were met with UN sanctions since 1990, many others were not. How can we explain this incoherent approach? With a focus on the selectiveness, rather than effectiveness of UN sanctions the author reflects on the shifting geopolitical tensions between Security Council members and uses a variety of widely used academic datasets to provide a unique overview of what determines sanctions and sanctionable events. The primary audience will be scholars and students of international relations, international organizations, security studies, and political economy.
The Horn Engaging the Gulf
This book discusses theoretical perspectives of analyzing the relations between the states and non-state actors in the Horn of Africa and their counterparts in the Persian Gulf and the Middle East. Crucially, these relations are examined primarily from the perspective of the diplomatic, economic, and strategic agency of the African states and societal actors. Here, domestic political dynamics and local power play a significant role. Aleksi Ylönen provides a historically informed investigation of recent relations that involve the Gulf States and Türkiye's resurgent interest in the Horn Africa. The analysis focuses on the post-Arab Spring period following the Iran nuclear deal and the war in Yemen. Featuring case studies from Ethiopia, Somalia, and Eritrea which highlight engagements of the Horn state and societal actors primarily with the Gulf States and Türkiye, the study provides an empirical analysis of the interactions and connections between the two regions.
