It is the task of the IIAS and the UNDESA to track and focus on changes in the atmosphere of world governance and public administration. This work shows that a new prestige has been earned by public servants, who are performing a public good, and who are in the centre of the turning world.
Contemporary policy making is deeply influenced by the borrowing, transfer and diffusion of ideas and models from other countries, levels of government and supranational institutions. This is the first book to analyze comparatively the micro-dynamics of transfer across regions, contrasting policy fields, multiple levels of governance, and institutional actors. Grounded in original research by specialists in the field, it provides fresh and arresting insights into competition among transfer agents, resistances, local coalitions, translation, and policy learning. Ethics and accountability have become important themes for modern government, as in most of the countries there is a severe crisis of legitimacy. Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics. Devolution and decentralisation processes have enhanced the responsibility of public servants. The increase of transparency and openness and the service orientation of public organisations have challenged the traditional values of discretion and equality before the rule. The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.

Policy transfer analysis seeks to make sense of the cross-cultural transfer of knowledge about institutions, policies or delivery systems in an era of globalization. The purpose of this volume is to evaluate how useful policy transfer analysis is as a descriptive, explanatory and prescriptive theory of policy change. It provides both a response to its critics and it presents a variety of new directions for studying processes of policy transfer. The chapters proceed from an underlying assumption about the field of enquiry; that policy transfer analysis alone cannot provide a general explanatory theory of policy change but when combined with other approaches an empirically grounded account of policy change can be developed. Hence each of the chapters adopt a methodological pluralism in which complementary theories of policy development are combined in order to develop a theory of policy change that accounts for the role of particular agents of policy transfer in forging policy change. This is an important contribution to our understanding of the impact of globalization on domestic policy formulation. This book was previously published as a special issue of Policy Studies.
