Die Frage nach dem „richtigen“ Umgang mit Minderheiten hat die europäische Staatenwelt seit jeher beschäftigt. Das Problem „Mehrheit-Minderheit“ im Nationalstaat des 20. Jahrhunderts trat in vielen Erscheinungsformen hervor und sorgte nicht selten für erheblichen gesellschaftlichen und internationalen Konfliktstoff. Doch auch trotz der fortschreitenden europäischen Integration im 21. Jahrhundert haben Minderheitenfragen in vielen Teilen Europas nichts von ihrer Brisanz verloren. Politikwissenschaftler Christoph Schnellbach untersucht die Politik der Europäischen Union bezüglich ethnischer und nationaler Minderheiten. Dabei werden die Entwicklungsstufen der EU-Minderheitenpolitik nachgezeichnet und problematisiert. Der Autor widmet sich insbesondere der Frage, wie das Beitrittskriterium „Achtung und Schutz von Minderheiten“ einerseits von der EU ausgestaltet und andererseits von den Beitrittsländern im Zuge der Osterweiterung interpretiert und umgesetzt wurde.
