For more than three decades, the Soviet Union was a major force in the Middle East, and superpower rivalry exacerbated many of the conflicts endemic to the region. The end of the Cold War and the collapse of the Soviet Union have fundamentally altered the rules of the game in Middle East politics, producing a new fluidity in the region, new diplomatic alignments, and new opportunities for peace. The contributors place recent developments in historical and political context, analyzing changes in Soviet Middle East policy under Gorbachev as well as evaluating developments since the demise of the Soviet Union. The evolution of Moscow's policy toward the Arab states, Israel, the P.L.O., and the U.N. is given special attention. The contributors also examine the emergence of Islamic fundamentalism in the new states of Central Asia and weigh the potential implications of this development for the Middle East. In addition, they discuss security issues related to the transfer of military technology from former Soviet republics to the countries of the Middle East.

External intervention by the U.N. and other actors in ethnic conflicts has interfered with the state-building process in post-colonial states. Rear examines the 1991 uprisings in Iraq and demonstrates how this intervention has contributed to the problems with democratization experienced in the post-Saddam era. This timely work will appeal to scholars of International Relations and Middle East studies, as well as those seeking greater insight into the current conflict in Iraq.

Introduction to the Middle East

The Middle East is the center of three great ancient civilizations--Egyptian, Babylonian, and Persian. It is also the seat of four monotheistic religions--Judaism, Zoroastrianism, Christianity, and Islam. Because of the strategic location between the West and the East, the Middle East, since the early nineteenth century, became the fulcrum of competition among and between great powers, including Czarist Russia, and it became intensified with the outbreak of the Cold War the end of the World War II between the two superpowers--the US and the Soviet Union--and with the creation of Israel in 1948 and the discovery of oil. And it remains as such even after the collapse of the Soviet Union in 199...
