It has become commonplace to observe the growing pervasiveness and impact of Non-Governmental Organizations (NGOs). And yet the three central approaches in International Relations (IR) theory, Liberalism, Realism and Constructivism, overlook or ignore the importance of NGOs, both theoretically and politically. Offering a timely reappraisal of NGOs, and a parallel reappraisal of theory in IR—the academic discipline entrusted with revealing and explaining world politics, this book uses practice theory, global governance, and new institutionalism to theorize NGO accountability and analyze the history of NGOs. This study uses evidence from empirical data from Europe, Africa, Latin America, the Middle East and Asia and from studies that range across the issue-areas of peacebuilding, ethnic reconciliation, and labor rights to show IR theory has often prejudged and misread the agency of NGOs. Drawing together a group of leading international relations theorists, this book explores the frontiers of new research on the role of such forces in world politics and is required reading for students, NGO activists, and policy-makers.
Since the attacks of September 11, 2001 a complex web of international structures and rules for the fight against transnational terrorism has emerged. However, previous research disregarded the organizational basis of counterterrorism cooperation. Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. The book reveals the special ambivalence of counterterrorism cooperation for international bureaucracies, which need to reconcile calls for effective counterterrorism with the need to maintain an impression of technical impartiality in a particularly contested policy-field. They respond to this challenge with different strategies of politicization and depoliticization.

This book charts the turbulent history of the International Federation of Trade Unions (IFTU) from its foundation in 1913, to its dissolution in 1945. Established to protect and advance the interests of workers of all countries and to further international solidarity, the IFTU from the outset was beset by difficulties. Within a year the First World War split the fledgling organisation, underlining national interests and creating resentment between some of the most powerful union interests. Although these differences were patched up after the end of hostilities, the Revolution in Russia and rise of Soviet Communism, with own aspirations to leadership of international labour, soon created new tensions within the IFTU.
