His successive treasury offices were teller of the exchequer, 1728-55, and deputy vice-treasurer, 1755-77, and, in addition, he was agent for the pensioners on the Irish establishment, 1731-77, agent for the Irish regiments serving abroad, 1759-72, and much else besides. While English politicians and administrators came and went, Clements - one of the very few Irishmen at the heart of affairs - endured, it seemed, forever. He was, essentially, a harmonizer of British and Irish interests.".
