Over the past decade, the study of Canadian politics has changed profoundly. The introspective, insular, and largely atheoretical style that informed Canadian political science for most of the postwar period has given way to a deeper engagement with, and integration into, the global field of comparative politics. This volume is the first sustained attempt to describe, analyze, and assess the “comparative turn” in Canadian political science. Canada’s engagement with comparative politics is examined with a focus on three central questions: In what ways, and how successfully, have Canadian scholars contributed to the study of comparative politics? Rivals for Power: Ottawa and the Provinces tells the story of the politicians who continually contend over the division of power (and money) between Ottawa and the provinces. The heroes and villains of this story include many of the leading lights of Canadian history, from John A. Macdonald, Wilfred Laurier, and Maurice Duplessis to Pierre Trudeau, Joe Clark, Bill Davis, Peter Lougheed and Jean Chretien. The unique feature of this book is its focus: no matter what their policies, Canadian politicians over the years have engaged in an ongoing push and pull over power, with both successes and failures. As Whitcomb sees it, the success of the provinces at preventing Ottawa from becoming the overwhelming power in Canadian life has been the key to the country's stability and its cultural cohesion. But the failure of the provinces to achieve an equal measure of power and the growing gap between the have and have-not provinces stands as an ongoing challenge — and threat — to the country's unity.
Political parties are key actors in the political process of democratic political systems. The role parties play and how they perform is influenced by special features of the respective political system. The focus of this volume is on political parties in federal systems. The contributions deal with different aspects of the interaction between institutions of federal systems and political parties or the party systems. The articles intend to analyze the role and operations of political parties not only within established federal systems (Austria, Belgium, Canada, Germany, South Africa), but also in countries like Great Britain (with its devolution project), the Czech Republic and Slovakia (with steps towards a regionalized territorial structure) and in the European Union.
Arising from a conference held at the University of Calgary in honour of Mildred Schwartz, Regionalism and Party Politics in Canada brings together current scholarship on regionalism and parties in order to make sense of the transition of the party system. Canada's party system is clearly in a state of flux: we are moving from the two-and-a -half party system that has dominated the country for most of the past century to something new. A look at the current Parliament suggests that regionalism has become the most dominant and important cleavage in Canada. Divided into four sections, the text first examines different approaches to the study of regionalism. It then moves on to the place of regionalism in Canadian society before turning towards regionalism's relationship to the Canadian party system. The volume concludes with an examination of how Canada compare with the rest of the world in terms of the regionalsim of its parties and party systems.
