This book examines the trends, determinants, and impacts of migration of high-skilled workers within the European Union (EU) over the last two decades. The main thesis is that high-skilled migration, whether internal or international, is largely a symptom rather than a cause of the gaps persisting across European regions in terms of labor market and educational opportunities, productivity, welfare and quality of institutions. Abstract: The authors examine the role of migration networks in determining self-selection patterns of Mexico-U.S. migration. They first present a simple theoretical framework showing how such networks impact on migration incentives at different education levels and, consequently, how they are likely to affect the expected skill composition of migration. Using survey data from Mexico, the authors then show that the probability of migration is increasing with education in communities with low migrant networks, but decreasing with education in communities with high migrant networks. This is consistent with positive self-selection of migrants being driven by high migration costs, and with negative self-selection of migrants being driven by lower returns to education in the U.S. than in Mexico.

In this paper, I selectively discuss recent empirical work on the consequences of global labor mobility. I examine how international migration affects the incomes of individuals in sending and receiving countries and of migrants themselves. Were a social planner to choose the migration policies that would maximize global welfare, she would need to know, among other values, the elasticities of wages, prices, taxes, and government transfers with respect to national labor supplies, as well as how these parameters vary across countries. My goal is to evaluate the progress of the literature in terms of providing these inputs.
Over time, the initiative is establishing a dynamic of reform and public-private partnership that will facilitate the tackling of more complicated structural reforms. Complementing the systemic approach and framework reform efforts of governments and international agencies, competitiveness partnerships mobilize the local business community to catalog concrete problems across the full spectrum of investment climate concerns, pinpoint solutions, campaign for their adoption, and follow up on reform implementation.
