Local Governance in the Global Context

Quality of Democracy at Regional Level in the V4 Countries
This book systematically examines regional-level qualities of democracy – representation, participation, and competition – in four countries of Central and Eastern Europe between 1994 and 2022, from the establishment of regional self-government to the present day. Focusing on their common EU accession as representing a critical juncture in their processes of consolidation and/or destabilization of liberal democratic patterns of government on both national and subnational levels, the book applies a conceptual framework on the quality of subnational democracy. It provides a clear methodological approach to observing quality and the variability in quality of democracy across various regions and its transformation through long-term comparisons. As such, the book contributes to understanding some of the processes of more than 30 years of Central and Eastern European regional politics, offering conceptual clarifications applicable to research conducted in other contexts. This book is of key interest to scholars and students of democracy, electoral politics, Central and East European politics, local politics, representation, and more broadly, comparative politics.
Local Councillors in Europe
Councillors are the essence of local representative democracy, linking ordinary citizens and decision-makers in municipal arenas. In cross-national perspective, and taking in countries from across Europe, this book analyses the recruitment patterns, career, party associations, role perceptions, and attitudes to democracy, representation, and participation of local councillors. Matters such as gender, parties, institutions, municipal reform, functions in governance networks, and councillor influence are considered using data collected in an international survey, covering some 12,000 members of the local political elite. Drawing on diverse and eclectic literature, the contributions in this volume comprise a comprehensive and revealing analysis of modern councillors.
Political Leaders and Changing Local Democracy
This book studies political leadership at the local level, based on data from a survey of the mayors of cities of more than 10,000 inhabitants in 29 European countries carried out between 2014 and 2016. The book compares these results with those of a similar survey conducted ten years ago. From this comparative perspective, the book examines how to become a mayor in Europe today, the attitudes of these politicians towards administrative and territorial reforms, their notions of democracy, their political priorities, whether or not party politicization plays a role at the municipal level, and how mayors interact with other actors in the local political arena. This study addresses students, academics and practitioners concerned at different levels with the functioning and reforms of the municipal level of local government.

Patterns of Local Autonomy in Europe
This book considers local autonomy, measured as a multidimensional concept, from a cross-country comparative perspective, and examines how variations can be explained and what their consequences are. It fills a gap in the literature by providing a comprehensive study of the different components of local autonomy across a large number of countries, over time. It offers a theoretically saturated concept to measure local autonomy and applies it to 39 countries, including all 28 EU member states together with Albania, Georgia, Iceland, Liechtenstein, Macedonia, Moldova, Norway, Serbia, Switzerland Turkey and Ukraine, over a period of 25 years (1990-2014).
