This book reflects the research regarding the Medal of Honor on four related topics. First, the book analyzes the Army policy from 1862 to 1918 under which the Army decided that no Medals of Honor could be provided to soldiers who were deceased. Several case studies of soldiers, otherwise approved for a Medal, but denied are included. Secondly, the book documents the number of cases where soldiers and sailors received the Medal of Honor but then deserted, and yet remain on official Medal of Honor roles despite existing revocation authority. Thirdly, the book discusses the actions of the 1916 Medal of Honor Review Board and the errors it committed in specific cases where the Medal was revoked. And fourthly, the book describes the situation where Medal of Honor recipients who are "Lost To History" which means they have no known grave locations and in need of recognition.
