Revitalising the Chamber

This report makes recommendations to improve the process by which Members learn and develop their careers. If implemented the recommendations would mean: extending the period between a General Election and the date of first sitting, to allow for a longer period of induction; allocating part of most question times to topical questions; extra debates on topical matters on a weekly basis; shorter debates on most general issues and some legislation; a weekly half-hour slot for debating Select Committee Reports; more comprehensible motions; shorter speeches; greater flexibility on time limits on speeches; and the reintroduction, on a trial basis, of Private Members' Motions in Westminster Hall.

In the latter part of the nineteenth century Walter Bagehot wrote a classic account of the British constitution as it had developed during Queen Victoria's reign. He argued that the late Victorian constitution was not at all what people thought it was. Anthony King argues that the same is true at the beginning of this century. Institutionalised Dissent

This book provides a comprehensive analysis of a peculiar but now firmly established British institution— the Official Opposition— tracking its development since 1935. Despite its inherent importance to the conduct of politics and government, the Official Opposition as an institution remains poorly understood. The concept of ‘Loyal Opposition’ has become so entrenched in the Westminster parliamentary model that it is now taken for granted that the principal challengers to the government of the day are given significant official recognition by the state. Political dissent has become institutionalised and legitimised. Using previously unpublished archive material and candid interviews ...

This first book-length study of the socialisation of MPs uses questionnaire data gathered over two Parliaments (1992-97 and 1997-2001) to find out how MPs learn about, and what their attitudes are towards, their role as a Member of Parliament. It analyzes their participation in debates, the use of Parliamentary Questions and committee work.
