Annotation Harris examines the implementation of state policies providing for the involuntary civil commitment of "sexually violent predators" (SVP s). His analysis utilizes data drawing from six states between 1990 and 1999. He finds the policies to be robust, with a significant political base of support and validation from the courts . However, operationally the policies face an increasing population, arising from a steady flow of new commitments and a negligible number of discharges. Harris concludes that the policies long range sustainability is contingent upon significant funding, and that their organizational and legal viability may be undermined if resources fail to keep pace with the growing population.

Civil gang abatement is an innovative remedy employing civil injunctions to combat public nuisance activity by gangs. This strategy has been promoted as a problem-oriented response to gang problems. Allan examines whether the process of acquiring a "gang injunction" incorporates the primary dimensions of problem-oriented responses: flexibility and community involvement. Flexibility is evident in the even distribution of initiatives among three categories: high-drug, high-crime, and high-disorder. Evidence of community involvement is weak, due to the lack of community organizations in gang-plagued neighborhoods, the low-profile nature of the initiatives, and the potential for retaliation against participants. Although the expectation for community involvement in gang injunction initiatives should be tempered, civil gang abatement is an appropriate approach to neighborhood gang problems.

Latino immigration to the Midwest has had a significant impact on police-community relations, particularly, in smaller communities historically unaccustomed to diverse ethnic groups. This book describes the experiences of law enforcement agencies in three Mid-Missouri communities and their efforts to adapt to their changing demographics while maintaining current relations with the majority population. The findings reveal that the relationship between law enforcement and the majority communities was positive and supportive. There were several challenges, however, to the development of a cooperative police-Latino relationship. These included the language barrier, fear of the police, immigration issues and the nature of contacts between the police and Latino community.
