This book explores the critical linkages between indigeneity, marginality, and the state in Bangladesh. Indigeneity is progressively gaining currency in politics and thereby becoming an active force in the larger context of national activism with transnational patronage and international support. Drawing on comprehensive and solid ethnographic accounts, the book offers a broader understanding of the process of marginalisation and the emergence of new leadership among the Khumi, an indigenous group of Bangladesh. It illuminates how the Khumi have realised their position on the margin of the state within the socio-economic, political, and ethnic history of the Chittagong Hill Tracts. It also looks at how kin-based social organisations and non-kin-based social relations become bases of power and authority as well as cooperation and reciprocity in Khumi society. The debate on governance originates in the OECD world. At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.

This volume examines how various forms of governance have emerged in South Asia after colonialism, and the developmental and conflict-related challenges the region faces. Drawing from the contexts of India, Sri Lanka and Nepal, it highlights the degree of institutionalization of democracy. The book further points to the manner in which shortcomings in governmental arrangements intersect with the prevalence of conflict at the national as well as sub-national levels.
