Ascending Order
Why do rising powers sometimes challenge an international order that enables their growth, and at other times support an order that constrains them? Ascending Order offers the first comprehensive study of conflict and cooperation as new powers join the global arena. International institutions shape the choices of rising states as they pursue equal status with established powers. Open membership rules and fair decision-making procedures facilitate equality and cooperation, while exclusion and unfairness frequently produce conflict. Using original and robust archival evidence, the book examines these dynamics in three cases: the United States and the maritime laws of war in the mid-nineteenth century; Japan and naval arms control in the interwar period; and India and nuclear non-proliferation in the Cold War. This study shows that the future of contemporary international order depends on the ability of international institutions to address the status ambitions of rising powers such as China and India.

Small States and Security in Europe
This book studies how domestic contestation influences the security policy of small states within the European Union (EU) and North Atlantic Treaty Organization (NATO). A multinational group of expert contributors consider how domestic contestation is translated into small states’ foreign policies, how membership of international organisations alters attitudes to security policy in small states and how patterns of small states’ behaviour across domestic traditions, security cultures and geographical location can be identified. Anchored in new institutionalism, the book explores the influence of international organisations on security policies and the tensions created by connecting four strands of literature, on Europeanisation, on the impact of and on institutions, on the way foreign and security policy is made, and the security/strategic culture of small states. How and Why States Defect from Contemporary Military Coalitions
This book identifies contemporary military coalition defections, builds a theoretical framework for understanding why coalition defection occurs and assesses its utility for both the scholarly and policy practitioner communities. Drawing upon the author’s own experiences managing the Afghanistan coalition for the Pentagon, the volume builds a relevant policy and practical understanding of some of the key aspects of contemporary coalition warfare. Ultimately, it concludes that coalition defection is prompted by heightened perceptions of political and military risk. Yet the choice of how to defect— whether to completely withdraw forces or instead find another, less risky way to participate—is largely a function of international and alliance pressures to remain engaged.
