This book was first published in 2004. Under what conditions, in what ways, and with what effects do actors engage in politics with respect to, rather than merely within, political institutions? Using multiple methods and original data, Procedural Politics develops a theory of everyday politics with respect to rules - procedural politics - and applies it to European Union integration and politics. Assuming that actors influence maximizers, it argues and demonstrates that the jurisdiction ambiguity of issues provides opportunities for procedural politics and that influence-differences among institutional alternatives provide the incentives. It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.

In Supranational Citizenship and the Challenge of Diversity Francesca Strumia explores the potential of European citizenship as a legal construct, and as a marker of group boundaries, for filtering internal and external diversities in the European Union. Adopting comparative federalism methodology, and drawing on insights from the international relations literature on the diffusion of norms, the author questions the impact of European citizenship on insider/outsider divides in the EU, as experienced by immigrants, set by member states and perceived by “native” citizens. The book proposes a novel argument about supranational citizenship as mutual recognition of belonging. This argument has important implications for the constitution of insider/outsider divides and for the reconciliation of multiple levels of diversity in the EU.

The bundling of political authority into mutually exclusive territorial boundaries - territoriality - is a fundamental principle of modern political organization. Indeed, it provides the foundation for other cherished institutions - national sovereignty, citizenship, the modern welfare state, and democracy. Are globalization, internationalization, and Europeanization conspiring to unbundle territoriality? If so, are sovereignty, citizenship, the welfare state, and democracy unravelling as well? Is a new post-national, non-territorial form of political organization, heralded by the European Union, being born? With a focus on Europe, this volume explores these issues from various substantive and theoretical perspectives. Since the path-breaking work of Karl Deutsch on security communities and Ernst Haas on European integration, it has been clear that international institutions may create senses of community and belonging beyond the nation state. Put differently, they can socialize. Yet the mechanisms underlying such dynamics have been unclear. This volume explores these mechanisms of international community building, from a resolutely eclectic stand point. Rationalism is thus the social theory of choice for some contributors, while others are more comfortable with social constructivism. This problem-driven perspective and the theoretical bridge building it are the cutting edge in international relations theory.
