Enhancing Carbon Sequestration in Forests, Agricultural Lands and Wetlands in the Nordic Countries: Technical Measures and Policy Instruments

Available online: https://pub.norden.org/temanord2021-537/ The project reviews a range of relevant land-use measures, their climate mitigation effects and the associated policy instruments, with a focus on Denmark, Finland and Sweden. It identifies alternative policy instruments that can be introduced to further augment carbon sequestration in the LULUCF sector in the Nordic countries. Key findings of the project are 1) Several land-use measures relevant for climate mitigation exist (e.g. measures on organic soils, afforestation) although the implementations are rarely explicitly driven by climate goals; 2) Policy instruments are currently limited and less diverse in their forms; 3) Alternative policy instruments include performance based incentive mechanisms, carbon rent approach, and market based instruments. Follow-up research is needed to support, incentivize and augment climate mitigation in the LULUCF sector in the Nordic region.

The study compiles good examples which shed light on how the Nordic countries have been successful inimplementing measures to simultaneously address climate change, pollution and biodiversityobjectives in laws, policies and administrative practices, including highlighting potential barriers forimplementing integrated policy solutions. Moreover, it provides recommendations for screening methods of laws, policies and management practices to revealuntapped synergies between climate change, pollution and biodiversity measures. Finally, the report proposes joint Nordic initiatives that can maximise synergies between biodiversity, climateand pollution initiatives in the Nordic region and globally.

Arctic Freshwater Natural Capital in the Nordic Countries

Current indicators of economic growth (e.g., GDP) do not adequately consider sustainability, while environmental indicators alone fail to acknowledge the economic needs of a society. Natural Capital Accounting (NCA) can be the tool that fills the gap separating current economic and environmental indicators. Development of NCA has progressed considerably and is being widely deployed in the Nordic countries, but development and deployment remain uneven. This report provides background on NCA and its associated accounting frameworks, demonstrates the applicability of NCA for sustainably utilizing freshwater resources in the Nordic Arctic and provides recommendations for maximizing the value of environmental accounting as an economic, environmental, and sustainable development tool.
