In Counterterror Offensives for the Ghost War World: The Rudiments of Counterterrorism Policy, Richard J. Chasdi has written a groundbreaking quantitative analysis that provides new insight into which types of counterterror practices work best and which types perform poorly in particular operational environments and circumstances. This memorandum considers whether Soviet foreign policy in the ASEAN countries has been a success or failure. The author contends that after Vietnam invaded Kampuchea with Soviet support--and the ASEAN area assumed greater importance to Moscow than ever before--whatever influence the USSR had in ASEAN capitals was negated. ASEAN countries forcefully have opposed Vietnamese and Soviet policy toward Kampuchea and the refugee problem, and indirectly have supported China.
