Mainstreaming Human Security in Peace Operations and Crisis Management
This volume looks at the practical implications of mainstreaming human security. It focuses on the potential, problems and policies of human security in crisis management in general, and on crisis management operations of the European Union and the United Nations in particular. Topics addressed by the contributors include human rights in post-conflict situations, democratizing' crisis management, restorative responses to human rights violations by peacemakers, and human security in Serbia and Africa. Although many of the contributions to the book focus on mainstreaming human security in the EU context, the chapters discuss global issues and draw conclusions which are of relevance all over the world.
Global Risks
Over the last decades and especially in the new millennium, global society is increasingly facing new risks and challenges on a global scale, demanding global solutions. With their articles on global risks, the authors have contributed to a topic that suffers from severe under-specification. Their contributions can be summoned up under three headings: Identification and Assessment, Normative Reflections and Alternative Modes of Governance. The book provides an up to date and authoritative account of how the UN is re[1]thinking its obligations to protect civilians during conflicts. Based on hundreds of interviews with senior UN officials and humanitarian protection staff in headquarters and in the field and a review of the UN ́s ́grey literature ́. It also draws on the author ́s own experience of working on human rights and protection in some of the world ́s most violent conflicts. It is written not about what the UN ought to do – or how it could have behaved differently in an abstract or theoretically ideal world – but what the UN is actually doing to fulfil the fundamental purposes set forth in its Charter.
International Law and Humanitarian Assistance
It is becoming increasingly apparent that there are major gaps in International Humanitarian Law and Public International Law in the area of humanitarian assistance. In response international organizations such as the UN and the EU are developing their own legal frameworks for humanitarian assistance and the body of customary law and so-called international disaster response law is growing steadily. This however shows that a coherent body of law is far from being a given. The legal reality of international law pertaining to emergency response is rather broadly spread over various international legal fields and related documents, covering situations of armed conflict and natural disasters. This book is one of the first attempts of linking different legal areas in the growing field of what could be called the international law of humanitarian assistance.

In United Nations Peace Operations and Human Rights: Normativity and Compliance Sylvia Maus offers a comprehensive account of the human rights obligations of United Nations peace operations with a dual focus on the applicability and the content of UN peace operations’ human rights obligations. Selected case studies show a triad of human rights gaps: a protection gap, an accountability gap and a remedy gap. Going further than purely legal studies on the subject, Maus makes use of international relations theory and addresses considerations of reputation and legitimacy as reasons for (non-)compliance with human rights by the UN. Based on this interdisciplinary approach, she convincingly proposes ways for enhancing human rights compliance in UN peace operations.
