Rethinking Community Policing in International Police Reform
Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

Security Sector Governance in Francophone West Africa
Experience shows that successful democratic transitions need to be underpinned by a security sector that is effective, well managed, and accountable to the state and its citizens. This is why it is so important to carefully examine security sector governance dynamics in contexts where security has often remained a 'reserved domain.' Understanding the issues and perspectives that divide political elites, the security sector, and citizens is the only way to develop security sector reform programs that are legitimate and sustainable at the national level. Through drawing on the close contextual knowledge of practitioners, researchers, and diverse local actors, this book supports this goal by analyzing security sector governance dynamics in each of the nine Francophone countries within West Africa. From this basis, strengths and weaknesses are analyzed, local capacities evaluated, and entry points identified to promote democratic security sector governance in the West African region. The Political Economy of Peacebuilding in Post-Dayton Bosnia
A fresh examination of the political economy of the peacebuilding process in Bosnia-Herzegovina in the aftermath of the country's 1992-95 war. Little progress has been made in transforming the country's war-shattered economy into a functioning market economy, this new study explains the principal dynamics that have led to this, and places Bosnia's economic transition process within the context of the country's broader post-conflict peacebuilding process. The central argument this book persuasively advances is that much of Bosnia's ongoing economic crisis, and its current reform stalemate, can be explained by exploring the interactions of an inappropriate international model of economic reform with the country's particular post-conflict and post-socialist political economy. This book is essential for readers who wish to build an understanding of the region and assess its future prospects and hopes.
Security Sector Reform in Challenging Environments
More often than not Security Sector Reform (SSR) takes place against many odds, in barely enabling political, security, economic and social environments. Such difficult contexts may be characterised by widespread corruption, ongoing violence, imprecise, open-ended or non-inclusive peace agreements and post-conflict architectures, lack of resources, 'stolen' or impending elections or referenda - all circumstances that stand in the way of full-fledged, holistic and sustainable SSR efforts. Following an overview of 'ideal' SSR requirements, contrasted with typical obstacles inhibiting SSR efforts, the main body of this volume offers evidence-based analyses of positive and negative SSR records in barely enabling environments, drawing on the experiences of specific national and international SSR programmes and experiences in Africa, the Americas, Asia and Europe. Lessons learned from these experiences are intended to feed into theoretical re-thinking of SSR policy frameworks as well as to help practitioners in designing and implementing effective and sustainable SSR in challenging environments.
Peacebuilding and Local Ownership
This book explores the meaning of local ownership in peacebuilding and examines the ways in which it has been, and could be, operationalized in post-conflict environments. In the context of post-conflict peacebuilding, the idea of local ownership is based upon the premise that no peace process is sustainable in the absence of a meaningful degree of local involvement. Despite growing recognition of the importance of local ownership, however, relatively little attention has been paid to specifying what precisely the concept means or how it might be implemented. This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. Drawing on case studies from Bosnia, Afghanistan and Haiti, the text argues that local ownership can only be fostered through a long-term consensus-building process, which involves all levels of the conflict-affected society.
