Regionalized Governance in the Global South

Regionalized Governance in the Global South

This Element addresses questions of division of labor and concentration of authority among intergovernmental organizations by examining multilevel governance in the Global South. It focuses on the policy domains of peace and security and human rights in Africa and Latin America and the Caribbean (LAC), and its central finding is that the extent of governance regionalization varies across regions and issue areas. In the domain of peace and security, governance is most regionalized in Africa. In the domain of human rights protection, governance is most regionalized in the LAC region. Given the phenomenon of regional specialization, the Element makes the case for the greater explanatory power of regional drivers of regional institutional development. This Element is also available as Open Access on Cambridge Core.

This book inquires into the use of prediction at the intersection of politics and academia, and reflects upon the implications of future-oriented policy-making across different fields. The volume focuses on the key intricacies and fallacies of prevision in a time of complexity, uncertainty, and unpredictability. The first part of the book discusses different academic perspectives and contributions to future-oriented policy-making. The second part discusses the role of future knowledge in decision-making across different empirical issues such as climate, health, finance, bio- and nuclear weapons, civil war, and crime. It analyses how prediction is integrated into public policy and governance,...

Securitising Decolonisation

Securitising Decolonisation

With the right to petition the United Nations, the Ewe and Togoland unification movement enjoyed a privilege unmatched by other dependent peoples. Using language conveying insecurity, the movement seized the international spotlight, ensuring that the topic of unification dominated the UN Trusteeship System for over a decade. Yet, its vociferous securitisations fell silent due to colonial distortion, leaving unification unfulfilled, thus allowing the seeds of secessionist conflict to grow. At the intersection of postcolonial theory and security studies, Julius Heise presents a theory-driven history of Togoland's path to independence, offering a crucial lesson for international statebuilding efforts.

Cyber Security Politics

This book examines new and challenging political aspects of cyber security and presents it as an issue defined by socio-technological uncertainty and political fragmentation. Structured along two broad themes and providing empirical examples for how socio-technical changes and political responses interact, the first part of the book looks at the current use of cyber space in conflictual settings, while the second focuses on political responses by state and non-state actors in an environment defined by uncertainties. Within this, it highlights four key debates that encapsulate the complexities and paradoxes of cyber security politics from a Western perspective – how much political influence...

This volume brings together analyses of key domestic, foreign and security policy issues during the Putin and Medvedev administrations. Indeed, the chapters demonstrate the extent to which domestic and foreign policy issues are inextricably linked, in particular in the domain of security, whether 'hard' or 'soft'. Internal debates regarding Russia's trajectory, including issues of national identity; economic modernisation, human rights and democracy, continue to be at the forefront of concern. Moreover, these debates are intimately connected to Russia's self-image and the image therefore, that it wishes to project in the wider world. The debates focus on Russia as 'energy superpower'; as one...

This book examines what counts regarding the role and conceptualization of regions in world politics. It presents a fresh look at which narratives awake, persist, fall dormant or re-emerge amidst diverse interlocking processes of environmental, technological and global political changes. It puts forward a thorough and multidimensional conceptualization of regions as embedded in changing, overlapping environments, and requires more attention to regions’ shifting materiality, temporality and technological underpinnings. Combing the approaches, questions and analyses of Critical IR and Political Geography, it calls for a renewed emphasis on the puzzle of how the contextual environment of regi...

This book examines the evolution of Russia’s security policy under Putin in the 21st century, using a critical security studies approach. Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya...

This book examines the politics of the relationships between multilateral organizations that have come to play a major role in contemporary efforts to manage international security. Drawing on concepts developed in Organizational Studies, the book starts from the assumption that inter-organizational relationships are the product of contested politics. Politics that may be either more cooperative or more competitive, but which always contains elements of both. This volume focuses on inter-organizational relations emanating from, through and towards the regional scale. The proliferation in the number of regional multilateral organizations in recent decades and their growing claims to represent...
