The ability of a small elite of highly educated, upper-class Asian women to obtain the highest political positions in their country is unmatched elsewhere in the world and deserves study. But there is a marked lack of relevant research as well as of comprehensive and user-friendly texts. This book is the first comprehensive academic effort to examine the phenomenon of top female political leaders in Asia. It portrays prime ministers, presidents, and opposition leaders, but it is not a conventional biographical volume. Rather, it analyzes female politicians by means of case studies that are based on a common theoretical framework. The case studies were conducted over three years of field research, which included interviews with the female leaders themselves and members of their inner circle. Each chapter explores the similarities, but also points to the distinctiveness of each female leader, arising from political and social systems, cultural and religious conditions, and economic parameters. Communication in the broadest sense gains increasing importance in UN peace missions. However, a gap between demand and reality can be observed that points to a multitude of problematic issues. These are taken up by the thesis and it is finally argued: Successful communication strategies need to be aligned to the goals and tasks of the UN mission on all levels in order to be credible; they need to be conflict and context responsive, inclusive and participatory, consider cultural peculiarities and cross vertical as well as horizontal conflict lines. In the tradition of conflict transformative approaches a framework for analysis and evaluation of communication strategies is built and applied to the UN peace missions in Timor-Leste and Nepal. Derived is a dynamic model for the design of communication strategies that covers all relevant fields of action and performances.

Tak terasa sudah dua puluh tahun era reformasi bergulir yang ditandai mundurnya Presiden Soeharto pada 21 Mei 1998. Banyak yang sudah dicapai, tetapi sulit dibantah, tidak sedikit kegagalan dalam mewujudkan Indonesia yang lebih mandiri, bermartabat, adil, dan sejahtera. Korupsi yang marak, menguatnya politik identitas dan politisasi SARA, lemahnya penegakan hukum dan HAM, merosotnya komitmen ber-Pancasila, dan absennya visi kebangsaan para elite politik, saling berkelindan di tengah kebanggaan semu sebagai negara demokrasi terbesar ketiga di dunia sesudah India dan Amerika Serikat. Alih-alih menikmati demokrasi substansial yang terkonsolidasi, bangsa kita justru masih terperangkap praktik demokrasi elektoral dan elitis yang bersifat prosedural. In a important social change, female Muslim political leaders in Java have enjoyed considerable success in direct local elections following the fall of Suharto in Indonesia. Indonesian women and Local Politics shows that Islam, gender and social networks have been decisive in their political victories. Islamic ideas concerning female leadership provide a strong religious foundation for their political campaigns. However, their approach to women's issues shows that female leaders do not necessarily adopt a woman's perspectives when formulating policies. This new trend of Muslim women in politics will continue to shape the growth and direction of democratization in local politics in post-Suharto Indonesia and will color future discourse on gender, politics and Islam in contemporary Southeast Asia.
