Katharina Crepaz investigates how two-dimensional ('top-down' and 'bottom-up') Europeanization processes affect minority communities by using a comparative approach, encompassing cases from both „old" (pre-2004) and „new" EU member-states. The author thereby bridges two dichotomies made in the literature so far, and outlines how Europeanization takes place in non-acquis areas. She does so by looking at four very different case studies: the German-speaking minority in South Tyrol/Italy, the Bretons in France, the German minority in Silesia/Poland, and the Italian minority in Istria/Croatia.
Rational institutionalism’s theoretical explanations for external Europeanisation focus on material incentives such as accession conditionality in determining change in non-EU states. However, such exogenous explanations struggle to interpret ongoing Europeanisation where accession incentives have declined or even reversed (‘stalled’ accession), but institutional adjustment still continues. This Europeanization phenomenon is evident in Turkey, a state that had actively pursued EU membership between 1999 and 2004, resulting in domestic institutional reform to align governance structures with the EU. Thereafter, Europeanisation has reversed in some policy sectors but nonetheless continued in others such as Turkish water policy, despite a declining accession process. Rational institutional arguments therefore appear to lose explanatory power for such events post-2005. An alternative theoretical proposition forwarded is that the EU accession process embedded a self-sustaining cycle of socialization through social learning around water policy norms amongst policy actors that has continued beyond this accession imperative.
In this book, Eva-Maria Maggi argues that the European Union (EU) had an impact on institutional reform processes in North Africa in cases where major domestic actors agreed. She analyzes how political actors in Morocco used EU neighborhood policies to shape economic and environmental policy between 1995 and 2008. Maggi argues that it was not the design of the EU‘s neighborhood policies but rather the will of change of domestic actors in Morocco that determined the pace, direction of reform and the extent to which the EU continues to play a role in them. While Moroccan politics were indeed “europeanized” Maggi highlights the role of domestic actors who so effectively managed to put forth their own policy priorities and essentially “morocconized” the ENP.
This book explores the modes of European Union (EU) contestation which are mobilized by radical parties and seeks to unearth the relationship of such contestation with populist discourses. It looks specifically at how rightist and leftist parties articulate populist discourses with representations and problematizations of Europe and the EU by examining the left-wing Podemos in Spain and the right-wing Alternative für Deutschland (AfD) in Germany.
