Un groupe de travail a été constitué en mars 2001 sous l'égide du secrétariat d'Etat aux Droits des femmes, dans le cadre de la réflexion qu'il mène en matière de lutte contre les violences faites aux femmes et contre les discriminations entre les femmes et les hommes. Dans une démarche volontairement participative, le groupe d'experts, animé par le Service des droits des femmes et de l'égalité, a procédé à l'analyse de l'image des femmes dans la publicité en s'appuyant sur des auditions menées auprès de professionnels concernés par le sujet, d'associations de consommateurs et de défense des droits des femmes et de personnalités qualifiées. Ce rapport de synthèse permet de dresser un premier bilan sur les publicités qui portent atteinte à l'image des femmes, du point de vue d'une éventuelle incitation à la violence ou à la discrimination sexiste. Le groupe de travail a élaboré des propositions visant à responsabiliser les professionnels, à actualiser l'encadrement juridique en vigueur et à renforcer la capacité de parole et d'action du corps social.
