The past thirty years have seen a proliferation of new forms of territorial governance that have come to co-exist with, and complement, formal territorial spaces of government. These governance experiments have resulted in the creation of soft spaces, new geographies with blurred boundaries that eschew existing political-territorial boundaries of elected tiers of government. The emergence of new, non-statutory or informal spaces can be found at multiple levels across Europe, in a variety of circumstances, and with diverse aims and rationales. This book moves beyond theory to examine the practice of soft spaces. It employs an empirical approach to better understand the various practices and r...

Synergy in Polycentric Urban Regions

Thanks to reality and the stubborn resistance of history to accommodate urban planning, often cities of about the same size wind up fairly close to each other and, although they do not merge or in other ways behave as one entity, they become co-dependent either formally or informally in terms of identity if not its services. Meijers presents here his doctoral dissertation, which was undertaken with the support of an urban research project in The Netherlands. He describes polycentric urban regions and their nearly universal quest for synergy, the division of labor of one set of cities in the Randstad, Flemish Diamond and RheinRuhr areas, moving from a "central places" theory too a network model, realizing the potential of a polycentric urban region, abandoning the idea that adding up small cities makes a metropolis, and synthesizing theoretical and case study information.

This book provides a comprehensive framework for analysing, comparing and promoting territorial governance in policy relevant research. It reveals in-depth considerations of the emergence, state-of-the art and evolution of the concept of territorial governance. A unique series of ten case studies across Europe, from neighbourhood planning in North Shields in the North East of England to climate change adaptation in the Baltic Sea Region, provides far-reaching insights into a number of key elements of territorial governance. The book draws generalised empirically-based conclusions and discusses modes of transferability of ‘good practices’. A number of suggestions are presented as to how t...

The Randstad metropolitan region encompassing Amsterdam, The Hague, Rotterdam and Utrecht in the western Netherlands is regarded worldwide as a model of a ‘successful’ polycentric metropolis. It is widely cited as an example of how a region of interconnected small cities can effectively compete globally by providing complementary functions which together match the power of large monocentric cities. The methods of strategic spatial planning, regional design and strategic projects that are said to underpin this polycentric metropolis are used as models for practitioners and students around the world. But is this high reputation deserved? Does the Randstad really function as a polycentric m...
