The Commons
'The Commons' explores the many forms of development being championed by Africa's residents, users, and citizens. In addition to managing property and shared tangible and intangible resources collectively, communities are experimenting with a concept of 'commoning' founded on values such as community, engagement, reciprocity, and trust. In practice, their approach takes the form of land-based commons, housing cooperatives, hybrid cultural spaces or places for innovation, and collaborative digital platforms. The purpose of this book, where observation of historical and recent practices converges with new theories within commons scholarship, is not to promote commons themselves. Rather, it examines the tensions, drivers of change, and opportunities that surround commons dynamics in Africa. This book highlights the abundance of commons-based entrepreneurial processes in Sub-Saharan Africa and shows that partnerships between African public authorities and communities involved in the commons can be powerful drivers of sustainable development for the continent.
Les instruments d'action publique et la gouvernance urbaine au Cameroun
Parce qu'ils sont les principaux lieux de production de richesse et de concentration de la population, les territoires urbains font l'objet d'une attention particulière des politiques. L'organisation et l'aménagement des espaces urbains, la répartition des rôles et des pouvoirs entre les différents acteurs prenant part à ces processus, sont devenus un enjeu majeur pour les États d'Afrique et le Cameroun en particulier. Analyser la gouvernance urbaine consiste alors à s'intéresser aux relations entre les gouvernants et les gouvernés, notamment l'État et les acteurs de la société civile. Celle-ci s'est imposée comme une préoccupation centrale des politiques publiques contemporaines. Why did students start paying tuition fees at African universities? How did public universities become increasingly expensive for the large numbers of young people they are supposed to be educating? This book helps us to understand the reasons for this, and reminds us that change is always the result of political compromise. The book looks at the higher education reforms carried out since the 1980s in four East African countries with unique historical and political trajec-tories: Uganda, Kenya, Tanzania and Burundi. Through a rigorous, well-documented analysis, the author provides valuable insights into the fundamental political issues facing development actors in the South: the transformation of state intervention, the training of national elites, and the marketing of the education sector, particularly through the highly political issue of school fees.
