Draft legislation intended to deliver a more efficient and transparent local audit system may not save money, potentially undermines the integrity of the audit system and may fail to deliver accountability. The principle of independent audit - which has guided public sector audit for the last 150 years - could be undermined if the bill is not amended. Most witnesses criticised the proposed independent auditor panels and felt that they imposed an unnecessary additional bureaucratic burden. They expressed strong support for the retention of a central procurement capacity for appointing auditors to local bodies in order to deliver best value on audit fees. The legislation also has some gaping h...

This report, which builds on previous reports by PASC, warns that the Big Society project is hampered by the lack of a clear implementation plan, leading to public confusion about the policy agenda, eighteen months into this administration. PASC has yet to see how the government will engage these charities and voluntary groups who wish to do so to deliver public services: the 'little society' rather than big business and 'Tesco' charities. Government must address the barriers such bodies experience in the contracting and commissioning system, which means developing a plan to address roles, tasks, responsibilities and skills in Whitehall departments. PASC concludes there are two major practic...

Education is intimately connected to many of the most important and contentious questions confronting American society, from race to jobs to taxes, and the competitive pressures of the global economy have only enhanced its significance. Bush signed into law the No Child Left Behind Act in 2002, it signaled an unprecedented expansion of the federal role in public education. This book provides the first balanced, in-depth analysis of how No Child Left Behind (NCLB) became law. Patrick McGuinn, a political scientist with hands-on experience in secondary education, explains how this h...
Essay from the year 2018 in the subject Politics - Region: USA, grade: 67, University College London, language: English, abstract: The essay deals with the question as to what extent a liberal central state emerged in the US in the 1930s. While many scholars analyse the overall impact of New Deal programmes and agencies to examine US liberalism in the 1930s, this paper analyses them with a focus on race, especially African Americans. It is argued that while the New Deal was indeed an important factor for improving the lives of many Americans during the Great Depression, racial problems of African Americans remained unresolved and many aspects of the New Deal were therefore highly illiberal regarding black Americans. The paper focuses on the National Recovery Administration (NRA) (in conjunction with the National Industrial Recovery Act (NIRA)) and Social Security as well as the Agricultural Adjustment Act (AAA) in its analysis. After analysing these major aspects of the New Deal, it is concluded that their set-up and implementation permitted the discrimination and disadvantage of African Americans in the early 1930s.Strategic culture in the European Union.
